Carter has been a regular on the wing for Barnstaple's first team since October, but Devon will give him the chance to perform in his preferred position of outside centre.

Ross Williamson will line up at blindside flanker.

Devon began their campaign with a 21-8 win over Somerset at Bideford earlier this month.
