Police confirmed the passengers of the Peugeot, which is registered to a Bideford business, were a father and daughter.
Officers said the driver of the blue vehicle did brake after the crash but then drove off without checking on the victims.
Nobody involved in the crash suffered any injuries, although the Peugeot was badly damaged and the fire service attended to make the vehicle safe.
Police are keen to hear from any witnesses or anyone who might know the owner of the blue vehicle.
Anyone with information should call police on 101.
