Hugh Griffith, Highway Operations Centre Manager for Devon County Council, said there were delays in the area.
Upon arrival, fire crews said they found no sign a fire had occurred and instead found a fuel spillage on the road.
A spokesman for Devon and Somerset Fire and Rescue Service said they believed the bus may have been experiencing problems but had managed to move on without help from fire crews.
Firefighters dealt with the fuel spillage before returning to the station.
