Brian Greenslade, leader of the executive, said: "It is a tough time for all concerned including the council but I think by doing this we are doing our little bit to help the community with the pressures of budgets.
He added: "I am sure hard pressed North Devonians will find this news a great relief. This has been achieved through efficiency, sharing services with partners and hard work by members and officers.
"There are some very difficult years ahead for the council as the government cuts and cuts again its grant to local government. We will continue to seek to make North Devon Council a more efficient authority, working closely with partners, especially Torridge District Council, to deliver for the people of North Devon."
