North Devon started strongly and after ten minutes scored through a good back-post finish from Sam Witheridge, assisted by Pete Smale and Andy Buller.
Duchy came back fighting and replied with two goals either side of half time.
In the second half the Reds regrouped and scored a second with great skill by Jay Corden.
Man of the match Phil Brand got a short corner shortly after but North Devon could not convert it and they were punished when Duchy hit the winner.
