Torridge District Council consulted several organisations about the plans. Here's what they said:

Abbotsham Parish Council: scheme would have benefits for local employment and business, but still has concerns over position in AONB and is outside the development plan.

Northam Town Council: noted the application.

Devon County Council highways:suggested five conditions be imposed

South West Water: no comments

Environment Agency: no response

Area of Outstanding Natural Beauty partnership: objects as it believes the proposal does not demonstrate how the development enhances the landscape of the AONB or that it is in the national public interest; says there is insufficient detail on which to judge the environmental impact of the development; is unconvinced that the availability or feasibility of alternative sites has been considered fully

Council for Protection of Rural England: objects as does not address the principle of development outside the settlement boundary, is adjacent to the National Trust protected feature of Kipling Tors and within the designated AONB

TDC Regeneration: says the proposals are beneficial to the village and complement the aims of the Westward Ho! Regeneration Project which has been driven by the community. Westward Ho! is among the most deprived wards in Devon and for the first time in many years there is potential for a large scale investment which can be used as a catalyst for social and economic regeneration.

Natural England: objects as believes there is insufficient information to determine whether or not the development will be detrimental to conserving and enhancing the AONB.

South West Tourism: said the applicant's aspiration and commitment should be very welcomed, applauded and supported so that it drives up the profile of the Westward Ho! area, Torridge, North Devon and the wider region

National Trust: objects on the basis there is no evidence that the previous reasons for refusal have been overcome and the application does not demonstrate to a sufficient degree that the proposed development would conserve and enhance the AONB and Coastal Preservation Zone

    “YES, it may create 90 new jobs BUT how many employees in the existing local hospitality trade will loose theirs,when & if trade is taken from them. DO we really need a 5 star establishment in the area. There are some excellent local restaurants in the area already and an amazing Country House Hotel already in Northam namley Yeoldon House Hotel, superb restaurant which offers 5 star service & views over the river Torridge to die for. www.yeoldonhousehotel.co.ukLet us first of all support our
    existing local PUBS, RESTAURANTS & HOTELS before encouraging new ones. The council is always banging on about sourcing local products, supporting local suppliers, farmers, growers, etc. so why dont they support existing small bussinesses instead of trying to put them out of bussiness by importing outside interests.”
