Ian Woollacott, the team owner, said: "I believe the team has been born again.
"We took a season out because we couldn't have done it as well as we would have wanted, but now we have undoubtedly come back with an even stronger team than we have had in the past."
Bridewell, 24, rode for Quay in 2010 and 2011. With Supersonic BMW last year, he finished sixth in the rider championship.
Rutter, 40, has ridden in the British Superbike Championship since 1995 and finished second in the standings in 2002 and 2004.
