Thousands do not have a TV licence

MORE than 4,200 people were caught watching TV without a licence in Devon during 2012.

They included 130 in Barnstaple and 110 in Bideford according to figures from TV Licensing.

The average evasion rate remains at just over 5 per cent.

Warren Carr, of TV Licensing, said: "In order to be fair to the law-abiding majority who do pay for their licence, we will continue to pursue the small minority of people who do not pay.
