Fire crews attended from Barnstaple to make the scene safe and help deal with casualties.
Watchman Steven Isaac said: "We attended the scene to make vehicles safe. We also did some casualty handling as there was only one ambulance on the scene when we arrived.
"The accident happened directly on the bridge so it was closed off. One lane was re-opened by the time we left an hour later."
Highways crews were also called to the scene to clear the bridge and deal with debris.
Traffic in the area was very heavy and motorists were advised to avoid the area and seek an alternative route.
People took to Twitter to comment on the accident. James Galliford said: “Something bad gone down on Bideford New bridge. 2 Ambulances 2 Fire engines and 3 Police cars. Avoid if poss. Hope it's not too bad. #ndevon”
The incident was cleared and the road reopened by 3.55pm.
