Officers then tracked down her car in Bath Hotel Road, in the centre of Westward Ho!
Formal identification had not taken place when the Journal went to press, although the woman's next of kin have been informed. She was not originally from North Devon.
Devon and Cornwall Police said the death was not currently being treated as suspicious but instead as unexplained.
Officers at the scene said no suspicious injuries were observed on her body.
Westward Ho! businessman Rob Braddick said he had heard about the incident.
He said: "It is being talked about but no one seems to know much. I had noticed a young woman sleeping in her car around the village for the last couple of months and hadn't noticed her again since the weekend so I didn't know if it was her."
Police are continuing to make inquiries on behalf of the coroner.

“Why are the many churches that are in the area allowing people to sleep rough? Why are we sending £19 in aid to South Africa so Jacob Zuma can build a £7 million palace? Its time we banded together and totally stamped out homelessness in North Devon - it can be done”
