Twelve-year-old Keeley Allin is supporting her mum, Sue Mills, as she becomes the mayor of Great Torrington.
The mayor's consort is the equivalent of being a mayoress, but only when a female holds the post of mayor.
Keeley will be attending civil events with her mum and supporting her throughout her mayoral year.
One of Keeley's biggest tasks, which she is already planning, is to make the royal party's costumes for the town's 2010 May Fair celebrations.
The student at Great Torrington School said: "I am really proud of mum and mostly looking forward to going to all the events with her.
"She asked me to become her consort when she first found out she was going to be mayor. I said yes straight away — I'm really happy to do it."
A spokesman for the Local Government Association said the body didn't keep records on ages of consorts.
He said: "We can't say she is definitely the youngest consort ever, but I have never come across something like it before."
Cllr Mills, who has been on the council for the past six years, said she was very proud and honoured to become the mayor.
She said she would like to see more jobs come to the Cavalier town through the difficult financial times.
Cllr Bob Dymond proposed that Cllr Mills becomes mayor at Torrington Town Council's annual meeting.
He said: "Cllr Mills' daughter Keeley will be making history as the youngest consort in the country. Not only is she the youngest, she is also the prettiest consort we have had in the town."
Cllr Margaret Brown added: "Keeley is a very grounded young lady and she will provide a special link to our youngsters who are our future."
At the meeting, former mayor Harold Martin thanked the people of Torrington, the councillors and his friends for their support.
He said it had been a very enjoyable two years and a great honour and great privilege.
Deputy mayor of Great Torrington was named as Richard Rumbold.
